Plan Performance Report Overview

What the Report Is

The Plan Performance Report is a publicly available report that consolidates performance measures for Covered California health and dental plans and population-level metrics for Covered California members. Built from multiple data sources, the report evaluates health plan performance across three key areas: disparities reduction, cost reduction, and quality improvement. As part of its commitment to accountability, Covered California requires health and dental plans to submit data demonstrating their compliance with contractual requirements and their ability to deliver timely, high-quality care to members.

Why the Plan Performance Report Matters

The Plan Performance Report (PPR) serves to publicly display the results of these evaluations, ensuring transparency and accountability in addressing disparities, reducing costs, and improving care quality, required under California Assembly Bill 929 (AB929), but its purpose goes beyond the legal requirement. The PPR ensures that Covered California members and the public gain access to meaningful and actionable information about health plan performance. The report is built on the belief that people should feel empowered with detailed information about their health plan and health care to help them make the best decision for themselves and their family.

The PPR advances this goal by putting data directly into the hands of Californians — not only in aggregate, but also stratified by race/ethnicity, geography, and language, and more. This also provides accountability for both the quality and equity of care that members receive through Qualified Health Plans. Covered California takes this approach to ensure a holistic and multidimensional view of disparities, and to identify opportunities for action.

Guiding Principles

The PPR's design has been guided by four principles: provide actionable data to meet the requirements of AB 929; focus on measures that matter; highlight disparities through stratified reporting; and ensure the report is accessible and usable to as broad an audience as possible, including the public, consumers, policymakers, and more.

Data Approach

All data reported in the PPR is always in aggregate, secure, and confidential, as protecting the personal information of an enrollee is Covered California's utmost priority.

No data is disclosed that reveals any proprietary or rate data of our Health and/or Dental Plans, or data that could be used to determine contracted rates.

The entire report applies standardized de-identification procedures to the data, suppressing rates by either grouping or removing the rate entirely when population sizes are small. Rounding rules are also applied to each rate, with the coarseness of these rules applied more generously as the population size decreases.
